A presidenta Dilma Rousseff fechou ontem acordo com a Frente Parlamentar Mista das Micro e Pequenas Empresas no Congresso Nacional que possibilita a amplia\u00e7\u00e3o do Simples Nacional por meio do Projeto de Lei Complementar 591\/10. O texto atualiza a Lei Geral da Micro e Pequena Empresa (Lei Complementar 123\/06) e est\u00e1 em tramita\u00e7\u00e3o na C\u00e2mara dos Deputados. O projeto ajusta de R$ 36 mil para R$ 60 mil o teto da receita bruta anual do empreendedor individual. Para a microempresa, de R$ 240 mil para R$ 360 mil, e para a pequena empresa, de R$ 2,4 milh\u00f5es para R$ 3,6 milh\u00f5es, o que representa uma eleva\u00e7\u00e3o de 50%. \u201cDesde 2008 que o mundo vive forte problemas econ\u00f4micos que em alguns momentos se agravam. Em fun\u00e7\u00e3o disso, o nosso governo tem promovido o fortalecimento de v\u00e1rios setores da economia\u201d, disse o ministro da Fazenda, Guido Mantega, ao anunciar as mudan\u00e7as.<\/p>\n
A d\u00edvida tribut\u00e1ria para os empreendedores que est\u00e3o enquadrados no Simples Nacional poder\u00e1 ser parcelada, o que at\u00e9 agora n\u00e3o era permitido. O prazo de pagamento ser\u00e1 de at\u00e9 60 meses. Ser\u00e1 suspensa, tamb\u00e9m, a necessidade de declara\u00e7\u00e3o anual do Simples Nacional. Para substitu\u00ed-la, as declara\u00e7\u00f5es mensais ser\u00e3o consolidadas pela Receita Federal. \u201cEssa amplia\u00e7\u00e3o vai no sentido de abranger um n\u00famero maior de empresas que estariam agregadas naquele que \u00e9 o regime tribut\u00e1rio mais moderno que n\u00f3s temos no Pa\u00eds\u201d, disse Mantega.<\/p>\n
Na pr\u00e1tica, uma empresa que faturava R$ 170 mil por ano, por exemplo, tinha uma al\u00edquota de 5,47% pelo modelo anterior. Segundo o Minist\u00e9rio da Fazenda, com a corre\u00e7\u00e3o dos limites do Simples, essa empresa passar\u00e1 a pagar uma al\u00edquota de 4%,\u00a0 visto que a faixa da al\u00edquota sobre a qual s\u00e3o cobrados os 4% subiu de at\u00e9 R$ 120 mil para at\u00e9 R$ 180 mil por ano.<\/p>\n
Outro ponto negociado entre o governo e parlamentares \u00e9 a permiss\u00e3o para que micro e pequenas empresas possam exportar, sem sair do Simples Nacional, o mesmo valor comercializado no mercado brasileiro. Mantega lembrou que essa ser\u00e1 mais \u201cuma ferramenta\u201d do Brasil para enfrentar a crise. Segundo ele, o fortalecimento do setor tem um papel fundamental na economia porque as micro e pequenas empresas geram empregos. Al\u00e9m disso, com o est\u00edmulo, as empresas tornam-se mais competitivas j\u00e1 que passam a recolher menos impostos. \u201cA partir de agora, novas empresas poder\u00e3o ingressar no programa simplificado de pagamento de tributos, que, com novo teto de faturamento, tamb\u00e9m permitir\u00e1 que as empresas faturem mais sem precisar deixar o Simples\u201d, comemora o presidente da Federa\u00e7\u00e3o das Ind\u00fastrias do Distrito Federal (Fibra), Ant\u00f4nio Rocha.<\/p>\n
As mudan\u00e7as ainda precisam ser votadas no Congresso Nacional para terem validade. A expectativa do presidente da frente parlamentar mista das micro e pequenas empresas, deputado Pepe Vargas (PT-RS), \u00e9 de que a corre\u00e7\u00e3o dos limites seja aprovada pelo Congresso Nacional at\u00e9 setembro deste ano.<\/p>\n

O Simples, como o nome diz, \u00e9 um sistema simplificado de cobran\u00e7a de impostos para micro e pequenas empresas que vigora h\u00e1 mais de quatro anos. At\u00e9 agora, 5,2 milh\u00f5es aderiram ao programa, o que, segundo o Servi\u00e7o Brasileiro de Apoio \u00e0s Micro e Pequenas Empresas (Sebrae), representa 88% das micro e pequenas empresas do Pa\u00eds.<\/p>\n
S\u00e3o unificados oito tributos da Uni\u00e3o, dos estados, do Distrito Federal e dos munic\u00edpios – o Imposto de Renda da Pessoa Jur\u00eddica (IRPJ), Contribui\u00e7\u00e3o Social sobre o Lucro L\u00edquido (CSLL), PIS\/Pasep, Contribui\u00e7\u00e3o para o Financiamento da Seguridade Social (Cofins), Imposto sobre Produtos Industrializados (IPI), Imposto sobre Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS), Imposto sobre Servi\u00e7os (ISS) e a Contribui\u00e7\u00e3o para a Seguridade Social destinada \u00e0 Previd\u00eancia Social a cargo da pessoa jur\u00eddica.<\/p>\n
O programa \u00e9 administrado por um Comit\u00ea Gestor composto por oito integrantes da Secretaria da Receita Federal do Brasil, dos estados e do Distrito Federal e dos munic\u00edpios. Para entrar no Simples Nacional \u00e9 necess\u00e1rio ser microempresa ou empresa de pequeno porte.<\/p>\n
